It's a reference to Seinfeld, a popular sitcom that started in the 90s.

The line in question was one commonly used by the main character, Jerry. It was often used when someone was explaining to him a complicated problem, with which Jerry ultimately wanted nothing to do. He would say "Good luck with all that," and slowly back away.
